Kapitalizmin ge\u00e7 geli\u015fti\u011fi toplumlarda siyasal iktidar neden bir yandan iktisadi alan\u0131 kurmak ve kurumla\u015ft\u0131rmaya \u00e7al\u0131\u015f\u0131rken bir yandan da neden ve nas\u0131l bu geli\u015fmelere kar\u015f\u0131 s\u00fcrekli teyakkuz halinde kal\u0131r? D\u00fczen ve Kalk\u0131nma K\u0131skac\u0131nda T\u00fcrkiye, bu sorular\u0131 merkeze alarak 1960\u2019lara kadar T\u00fcrkiye tarihini \u015fekillendiren siyasal-iktisadi akl\u0131 ve bu akl\u0131n tasavvur etti\u011fi devlet\/devlet\u00e7ilik anlay\u0131\u015f\u0131n\u0131 inceliyor. Ahmet \u0130nsel, \u00f6ncelikle Osmanl\u0131 devlet d\u00fczenini ve bu d\u00fczen tasavvuru i\u00e7inde toplumsal \u00f6rg\u00fctlenmeyle iktisad\u0131n rol\u00fcn\u00fc de\u011ferlendiriyor. Ard\u0131ndan Cumhuriyetle beraber klasik devlet d\u00fczeni yerine ihdas edilen yeni \u201cdevlet\u201din kalk\u0131nma tarif ve ihtiyac\u0131yla toplumsal de\u011fi\u015fimin \u00e7eli\u015fmeye ba\u015flad\u0131\u011f\u0131 noktalar\u0131 iktisadi y\u00f6nelimler do\u011frultusunda analiz ediyor. Bu analizin merkezinde devlet i\u015fletmeleri ile \u201cdevlete ba\u011fl\u0131 i\u015f\u00e7i s\u0131n\u0131f\u0131 yaratma\u201d \u00e7abalar\u0131 yer al\u0131yor. Bu \u00e7abalar ise, d\u00fczen ve kalk\u0131nma ikilemi kar\u015f\u0131s\u0131nda, iktisadi devlet\u00e7ili\u011fin \u00f6tesine ge\u00e7erek devletin merkez\u00ee rol\u00fcn\u00fc toplum kar\u015f\u0131s\u0131nda tahkim etti\u011fi yeni bir siyasal tablo ortaya \u00e7\u0131kar\u0131yor.
