B\u00fct\u00fcnle\u015fik afet y\u00f6netim sistemi; klasik d\u00f6nemden farkl\u0131 olarak afetin t\u00fcm a\u015famalar\u0131n\u0131 kapsayan zarar azaltma, haz\u0131rl\u0131k, m\u00fcdahale, kurtarma, ilk yard\u0131m, \u00f6n iyile\u015ftirme ile yeniden yap\u0131lanma a\u015famalar\u0131ndan olu\u015fan bir planlama ve uygulama s\u00fcrecidir.
