Sosyal hizmet uygulamalar\u0131nda devlet, \u00e7ok \u00f6nemli g\u00f6revleri yerine getirmi\u015f ve getirmeye devam etmektedir. Sosyal hizmetler konusunda devletin misyonu ve rol\u00fc \u00fclkeden \u00fclkeye de\u011fi\u015fiklik g\u00f6sterse de devlet bazen d\u00fczenleyici, bazen uygulay\u0131c\u0131, bazen de her ikisi birlikte y\u00fcr\u00fctebilmektedir. G\u00fcn\u00fcm\u00fczde toplumsal beklentileri kar\u015f\u0131layacak ve bir nevi di\u011fer payda\u015flara da rol model olacak kamu sosyal hizmetlerinin sunulmas\u0131na olan ihtiya\u00e7 da varl\u0131\u011f\u0131n\u0131 her ge\u00e7en g\u00fcn daha fazla hissettirmektedir. Di\u011fer yandan devletler bu uygulamalar\u0131 k\u00fcresel s\u00fcrecin bask\u0131s\u0131yla daha fazla sorunsalla\u015ft\u0131rmaktad\u0131r. Oysa sosyal refah uygulamalar\u0131 k\u0131sa vadeli maliyetli bir u\u011fra\u015f gibi g\u00f6r\u00fcnse de uzun vadede toplumsal kazan\u0131lar\u0131 ifade eder.Bu hizmetler hem i\u015fg\u00fcc\u00fc niteli\u011fi anlam\u0131nda hem de toplumsal adalet, huzur ve bar\u0131\u015f anlam\u0131nda kazan\u0131md\u0131r. Sosyal devlet uygulamalar\u0131n\u0131n sorun olarak g\u00f6r\u00fclmesine hemen hemen t\u00fcm d\u00fcnya \u00fclkelerinde tan\u0131k olmaktay\u0131z.\u00d6zellikle son y\u0131llarda kar\u015f\u0131la\u015f\u0131lan ekonomik kriz, \u00f6zelle\u015ftirme, piyasala\u015fma ve yerelle\u015fme at ba\u015f\u0131 ilerleyen geli\u015fmeler olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r.
